I remember reading somewhere that it wasn't fully implemented yet (I think). My question is: has practicing been fully implemented yet?

Well, we can say that it's working, but not in a way that it's suitable for a game. Probably, best use of practice is to push your musician to the 100s of his skills, if there are only few points left.
But it you wish to increase your musicians' skills from ~30 to 100, then it could take few months of real life. So it's not practical.
